President G. W. Bush Says No to Covering Sexual Orientation in Hate Crimes Bill

In all of his time in office, President Bush has only vetoed two bills. his third? The Hate Crimes bill of course! The administration say no no no to including sexual orientation in the hate crimes bill, which currently covers religion, race, color, and national origin.

There has always been a question as to whether motivation should have an effect on the punishment, but since it currently does in this country through the existing hate crimes legislation, should sexual orientation be included?
